Notice: if a designer has started learning and practicing PANS-OPS, PANDA will help to gain proficiency and intelligence in applying PANS-OPS criteria to procedure design. Intermediate: if a designer is well versed in PANS-OPS but does not have enough practical experience, PANDA will propose more sophisticated approaches to procedures design. • Expert: if a designer is an experienced professional, PANDA will allow concentrating on key procedural parameters and aid in optimising them. PANDA: functionality for any special needs PANDA’s features allow designing terminal and en-route procedures for different categories of aircraft as well as for specific navigation aids. PANDA divides design process into logically sequential design phases, accompanied by automatic construction and conflict-free linking of nominal trajectories and associated obstacle assessment areas of successive flight segments. PANDA’s user-friendly wizard interface shows relevant parameters, reports on evaluated obstacles and presents an efficient way to accomplish design of an entire procedure at one interactive work session with a predefined sequence of dialogues. PANDA identifies dominant obstacles and calculates procedure parameters that assure necessary obstacle clearance. PANDA contains an internal database of criteria and parameters laid down in PANS-OPS to filter trivial erroneous solutions.

PANDA: new design philosophy by a PANS-OPS Master


PANDA offers designers new approach to procedures design based on built-in intelligent capabilities.


Based on its own mathematical models, PANDA is able to solve multi-parametrical optimisation problems within limitations on relevant variables. During design the System suggests a set of controlling parameters for user’s consideration as well as recommends optimal solutions. A parameter change by a designer instigates an automatic search of optimal values of other parameters for a non-contradictory solution of the entire problem. A designer can make a gain / loss evaluation relatively to the optimal solution. The System presents a fine balance between operational flexibility and strict conformity to international criteria of procedure safety. PANDA monitors designer’s work and, by blocking incorrect solutions, serves to avert conflicts and safety breaches, thus minimising the impact of human error on the final result. By fundamentally transforming procedures design processes, PANDA improves quality of designed procedures, drastically cuts design times and acts as a teaching aid for beginners to enhance their design competence.


Due to its principally new design philosophy, PANDA truly is a PANS-OPS Master that is capable of proposing non-obvious optimal solutions to a procedure designer.

PANDA: based on an advanced GIS platform


PANDA System is based on ArcView 9.x ArcGIS ESRI. A standard package of ArcView 9.x, comprising three applications – ArcMap, ArcCatalog and ArcToolbox – is a set of powerful tools for mapping, report generation and cartographic analysis. PANDA: a quality control system PANDA is functionally oriented to keep to the quality management system while designing air navigation procedures. The whole design process is recorded and documented.
