The Global Congress of Aeronautical Information Services (Global AIS Congress) was held in Madrid on 27-29 June 2006, with over 500 representatives attending from more than 90 states. Along with top European and American companies (ESRI, Luciad, CGx, IDS, Mekon), practical solutions for automated procedure design and aeronautical charting were demonstrated by R.I.S.K. Scientific-Production Company from Azerbaijan.
Congress participants exchanged views and experience on processing and publishing of aeronautical data, a keystone for successful international air navigation. The congress brought together a range of people working with aeronautical information, including service providers, flight procedure designers and chart publishers to agree and coordinate AIS development on a global scale.
The Congress proceedings emphasised up-to-date requirements to integrity of aeronautical data, global use of Aeronautical Information Exchange Model (AIXM) as a universal data exchange format and WGS-84 as a universal coordinate system.
Modern high-tech and original design solutions in the field of AIS could be seen at the exhibition held during the Congress where leading developers of air navigation applications showcased their latest designs.

Congress participants were keenly interested in the R.I.S.K.-developed line of aeronautical applications under the common name of PANDA. A special mention was reserved for novel and unorthodox solutions for automated flight procedure design, bringing this system to the level of PANS-OPS Master.
Senior experts of Eurocontrol and U.S. Federal Aviation Administration were shown the use of Aeronautical Information Exchange Model (AIXM) in a charting module and the potential for linking all PANDA components to EAD European AIS Database.
Considering PANDA’s successful operation experience and quality assurance achievements in managing aeronautical information, R.I.S.K. and Latvia’s Aeronautical Information Service (which has been using PANDA for the last 3 years) were invited by Eurocontrol to take part in a working group on developing AIXM Version 5.0. Latvia was offered to be one of the state-party pilots in Eurocontrol’s project on detailed research of all aspects of aeronautical data processing involved in development of aeronautical information products.
